As a freerunner, it looks to me like he was trying to run over the top of the ...what do you call those things when they have Police logos all over them? Van? Truck?
Anyway, his foot slipped on the bumper, illustrating exactly why you shouldn't do something like that without a good deal of practice first.
Also it's just a dumb thing to do in general unless there's a good objective(think a rooftop or fire escape) that you can get to from the top of the vehicle, which there almost certainly isn't.
