I only count 14 but that is still a huge litter. I don't know about dogs but I raise rabbits and they have 8 nipples and litter sizes range from 6-15 with 8 being normal. Any more than 8 and someone isn't getting a private nipple and the young will scratch and push to get one.

Yeah there are 15. Some are stacked 3 high.
