I don't even know how I would start trying to design a machine that's harder for a particular ethnic group to use. I guess you could require optical recognition, but that's kind of artificial. In terms of linguistics, manual dexterity, and intellectual requirements... there is no functional difference.
Blaming the color of your skin for your inability to use a piece of technology is a cop-out.
